Just check the BUG: CSCum71084

Alarm suppression feature is not working for threshold alarms (like System Health, Process status alarms) which are defined in Monitoring and Reports > Alarms >Thresholds. System is flooded with duplicate alarms for hard coded evaluation cycle.
