Denying VoIP calls when AAA servers are down - How to?

Hi Experts.

I've successfully configured a Cisco IOS voice gateway to log Radius accounting info to a couple of Cisco ACS but I also need to deny calls when the AAA servers are down.

I guess I have to configure some form of VoIP authentication and authorization but I don't know how.

Can you please help me?

Thank you
