I am not sure that I understand your question correctly. It seems that you are asking if you can use the local authentication to control someone on this router who is attempting to to telnet to a remote router or someone who is attempting to dial from this router to a remote device. If that is what you are asking I do not think that it can be done. The local authentication is used to control access to this router and not to control access from this router to other devices.
