Operator access for ACS SE

Is it possible to create a user so that he has only operator access to the ACS console for a partocular NDG. User should not have access to view the logs for other NDGs

I was able to create a user who has limited access but when i gave him access for the TACACS administration, he was able to view all the logs and not for a particular group.

Reason is Network Device Group (NDG) key takes precedence over the AAA client key. so not to define a key under the NDG if you want set individual keys on all group.
