if i use this command and set it on the microsoft ias (radius) i read some cisco documentation somewhere that said that it would bring you directly into enable mode lvl 15. but it seems that i get lvl 15 priv but i'm still in user mode on my router. could someone explain this to me? thanks.

The aaa config section from the router will help. Do you have aaa authorization exec command on the router?

Hi,
Please make sure that you have this:
aaa authorization exec default group radius
If still it doesn't work, please pasted the aaa config from the router and the debug output from the router:
debug aaa authen
debug aaa autho
debug radius
