why acs4.0(1) does not support ACS Email notification of event?

smtp mail server is ok ,when i stop cisco ACS server,it does not send e-mail to my mail-box,why?

I suspect this is because it would simply generate too many emails.

Various parts of ACS are stopped/started during normal activity.

I suspect it will only be failures/errors that woulf get emailed. If I get time I might have a look.
