Best way to take server out of queue (when it hosts 100's of sites)

Does anyone have a good way to suspend a single physical server if it hosts 100's of services? (Without manually going into each service and suspending it and then re-activating it)? Say you have 10 physical servers that all host the same content. The content could be 500 www and 500 ssl services in the CSS. There is 100 content rules where each VIP and port # correlates to the 10 corresponding load balanced servers that are hosting the content. Now say you need to pull 5 servers out for maintenance. This would take an eternity to manually go suspend each service. ANY IDEAS???
