Can I do backend SSL without an SSL hardware module?

When defining a service that uses an SSL Proxy list as a backend server, I get a "error sending config to fortune", and cannot bring this service active.

I realize I do not have any SSL hardware modules in my CSS 11503. Are these modules mandatory to perform SSL?

no, you need the ssl module to do any encryption/decryption.
