For the Cisco Nexus 5548P chassis, must the N55-D160L3-V2 (Nexus 5548 Layer 3 Daughter Card, Version 2) be installed for Layer 3 performance.

You need either that card or its predecessor (N55-D160L3) plus the (free) software license to enable Layer 3 features. Otherwise the 5548P is Layer 2 only.

The product data sheet notes this.

About the Cisco Nexus 5548P, what is the CPU speed and the memory size (RAM).

I have checked the datasheet on Cisco but this is not mentioned.
