CSS 11000 - Actrive Passive Problem

We have a couple of CS 11000 configured in an active/passive configuration, running v4.10 (build 13) and only recently they have stopped failing over properly. Both keep trying to become the Master switch. The problem only occurs, when one intially brings them on-line or one of the switches experiences a problem. However, when one actually reboots the master switch, the fail over to the passive switch works perfectly. Anyone any ideas ?
