HSE clock is out using NTP with +1 Hour BST

I've figured out the CSS and how to do this but how do I make my HSE syncronise with my NTP server when in British Summer Time. I'm guessing this is a problem for other timezone. My HSE is one hour behind my stratum 2 ntp server because I can't set time zone. Am I missing somrthing.

I've tried

NTP SERVER nnn.nnn.nnn.nnn

and tried a manual CLOCK SET

It must be getting this offset from your SNTP server. You can see the output using the sh SNTP global command.
