LocalDirector "thinks" it is secondary

Hi all. I just purchased a used LD-417

Have a problem. It constantly THINKS it's a secondary in a failover pair!

do you have the failover cable connected or not ? Did you try to configure 'no failover' ?

I do not have a failover cable connected. I've run "no failover" followed by "wr mem" and "reload". Then the unit comes back up, a "show failover" shows that it is "Secondary Active"

Does anyone know how to get around this? Is this thing maybe licensed like a Pix with a failover license only?
