No Rule Bypass Count?

What is the No Rule Bypass Count at the top of a "show summary". Does it mean that traffic is not hitting the rules but is being forwarded anyway?

correct.

It means the traffic is not for any content rules.

So, the CSS is supposed to route/switch the traffic.
