When I look ar the "avg local response times' in the above table, i see the times are a lot greater than the 'avg remote response times" and % time saved is 0? why is this, could it be outlook 2007 encrypted clients?

Most likely, if security is turned on you will only see benefits from TFO and LZ.

Also, make sure under device groups, the 4.1 application features are enabled and submitted. Also check to see if other AOs such as CIFS and HTTP are being optimized. If not, then most likley features are not enabled.
