Strange problem with http traffic

Topology is as follows: -

Cisco 6509 connects to the Bluecoat via VLAN 20 & to Cisco 10 K via VLAN 30. The clients are connected to the internet via 10K. Cisco 6509 connects to the internet via ATM link. We have RPR ring as well, which also connects to the internet. When we do the cut-over (i.e, close the ATM link and connect the 6509 via Gigabit Ethernet link to RPR), websites don't get open. The configurations in Cisco 6509, Bluecaot and 10K remains the same in both the cases. Whereas, there is a successful ping from the client to the internet. So, there is no problem in the routing. The http site gets open also, when the spoofing is enabled on the Bluecaat. I have attached the WCCP debug taken from 6509 as an attachment. I am not able to attach the packet capture due to size limitations. Please help me out of this problem. It's driving me crazy.

work around the problem by defining each of the access port with the following configuration.

port block unicast

Should i give this command on 10K?
