The suitability of the NME-WAE for your sites will depend on the features you want/need and the per-user load (concurrent optimized connections, etc.). Will 100 users at 10 connections per user, you're outside the connection capacity of a NME-WAE.
The NME-WAE for 28 and 3800 ISRs allow from 250 to 800 optimized TCP conenctions. A typical user has anywhere from 5-10 TCP connections. So I would recommend the NME-522 which will optimize up to 8Mbps and 800 tcp connections. (NME-WAE 302 2M 250 TCP connections, NME WAE 502 4M 500 TCP conn)
Also, must tak4e into account disk space especially if CIFS file server consolidation is a goal. You can run nme to nme but will need an appliance for Central Manager. Keep in mind that at the core site the NME must support all branch tcp optimized connections. if greater than 800 then you will need an appliance
