SPA303 is digital SIP phone designed to be connected to digital SIP PBX via IP. It's not suitable to be connected to FXO analog line. So you should buy phone designed for kind of line you have.
Convertors exists, but they are rather expensive and somewhat unreliable (because of the way the analog line works). Phone for analog line will be cheaper and more reliable.
