Could my PAP2T be counterfeit?

I ordered a new PAP2T on eBay, which arrived today.  I noticed that the MAC address has a prefix of "00:0F:18", which maps to "Industrial Control Systems", not Linksys or Cisco.  Can anyone confirm whether or not this device is likely to be a counterfeit, and recommend what I should do if it is?

MAC Address:    000F18606050

Client Certificate:     Installed

Customization:  Open

I also find it odd that the serial number and MAC address have the same suffix.  Other ATAs I can find have a MACs/serials which seem uncorrelated:

That serial number pulls back a model WSB54G Wireless-G Signal Booster on our end.
