SPA3102 Call forwarding works one way only.

I have two of this spa3102 and one works perfectly.  The problem occurred after the upgrade to 5.1.10(GW) while the hardware remains at 1.1.5.   Is there a way to upgrade this 1.1.5 to the latest? 

The green light for the line is off.  A caller from the USA can call my sip number and forward it to any number without any problem.  If somebody calls my landline, the adapter is supposed to send a tone after about 6 rings to signal the caller that it is ready to forward the call but it does not detect it.  I tried upgrading it again but the problem is persistent.   

Both of my spa3102 have the same configurations.  If I use the other adapter, all the lights are on and everything works perfectly (hardware for this adapter 1.4.5)

Please help....
