We have similar issue with Version 15.5(3)S4b, it is disabling interface with following error :

 %IOSXE_OIR-6-REMSPA: SPA removed from subslot 0/0, interfaces disabled

is this bug CSCug11055 in Version 15.5(3)S4b as well?

this might help .
The following commands disable authentication and reload the SPA.

service unsupported-transceiver
hw-module subslot x/y reload
