Why do we have to wait so long for Electronic Certification Kit?

Hi,

I've passed my CCNA R&S exam on October 26th and I still can't order my electronic certificate on Certification Fulfillment page. CCNA-Kit was mailed but I'll probably have to wait few more weeks for it. I need PDF certificate as soon as possible to apply for a job. Why does it take so long? Is there anything I can do to speed things up?
