After IPMA is configured on Cisco CallManager 4.x, the "kCtiLineOpenFailure - Unable to open the line" error message appears in the application event log

This error disappears when the Apache Tomcat service is stopped on the server.

Resolution

This issue occurs when the IP Manager Assistant (IPMA) application that interacts with the computer telephony integration (CTI) Manager attempts to take control of the IP phone with the device name SEP00xxxxxxxxx, but fails.

In order to resolve this issue, upgrade the phone firmware with the latest version for which CTI Manager is unable to open the line on the particular phone. Also, delete the IPMA backup configuration entirely, and then recreate it.
