After the device pack is applied, there are no parameters available to make any changes in System > Enterprise Parameters or System > Service Parameters. Only the column headers display.
No errors appear in the event logs.

The workaround for this issue requires root access to the Cisco CallManager server. The workaround for this issue is available in the 5.1(1.9131.056) patch.
This issue is fully resolved in these Cisco CallManager versions:
Open a case with Cisco Technical Support with the TAC Service Request Tool in order to obtain an appropriate Engineering Special patch or to complete the workaround through the root access.
