After the user performs an upgrade on Cisco CallManager, call connection to the PSTN fails

Core Issue

After performing an upgrade from 3.3(2)c, to 3.3(3), the ability to dial out of the network through the Public Switched Telephone Network (PSTN) is lost.

Resolution

In this case, an engineering special was applied, without problem, to the Publisher server. However, the Subscriber was having trouble with the engineering special, so it was devised to roll the Subscriber back to the point before the engineering special was installed. That created a situation where the Structured Query Language (SQL) database is different between the Publisher and the Subscriber. Specifically, the Cisco CallManager 301 database is on the Publisher, and the Cisco CallManager 300 database is on the Subscriber.

Recreate the databases on the Subscriber, and re-establish the subscription. Update the database layer entries in the registry.
