The DbWalker shows the error for one or few subscribers. There is no adverse effect on the subscriber and all the functionalities work on the Cisco Unity and for the subscriber who receives the error.
The restriction tables are associated with the Class of Service with which, in turn, users are associated. It dictates which strings you are allowed to enter for transfers, notification dialouts and fax deliveries seperately.
If you set a transfer string up and then later change the COS a user is associated with and/or update the restriction table definitions such that the dial string is no longer allowed, Cisco Unity still dials it.
The restriction tables are only applied at the time the dial string is changed, not when it is dialed. This is necessary for common help desk scenarios where the admins can change the dial strings but users are not allowed to, for example Cisco Unity uses the Restriction table of the user that makes the change to check for legality.
So in short, DbWalker has an _optional_ check for this, if it is turned on on the optional check. As the message says,it is not an error and is possibly not a problem, for example, if you use a help desk model for user changes and so forth.
