This problem is likely to occur when a large number of NT groups is present on the system where InstallManager.exe runs.This could be a permissions issue with the shared config folder when installing.
This problem is fixed in Cisco Agent Desktop (CAD) version 4.4.1. of the desktop suite that comes with version 3.1.1 of Customer Response Solution (CRS).
IPCC Express 3.1(1) uses version 22.214.171.124. Version 3.1(1) and later have the fix for this problem.

Note: As a workaround, reduce the number of Windows groups to temporarily alleviate this problem.
