Resolution
In order to fix the issue, check the owner for the call handler subscriber. A ghost owner for the call handler can potentially cause this error.
The error message means that the same call is routed to the same call handler several times in a row. It appears that PHGreeting has the error greeting set to loop back onto itself, so the call continues to hit the error greeting and loop back.
Use the Audio Text Manager tool in order to trace this issue.
