The T.37 store-and-forward onramp requires the system have at least 2MB IO memory and 8MB process memory. If either of these memory requirements are not met, the T.37 fails due to insufficient memory.

Resolution

To resolve this problem, increase the IO memory to 10 percent. Issue the memory-size iomem 10 command in the global configuration mode.
