Cisco CallManager has a valid web login, but Cisco Unity Express cannot authenticate, and the Web login failed, JTAPI login successful! error message appears.Resolution
Complete these steps in order to enable AXL Service on Cisco CallManager 5 and fix the problem: -
Log into Cisco CallManager.

Click the drop down menu in the top right corner and choose Cisco Unified Serviceability.

When the new page loads, choose Tools > Service Activation.

Choose the Cisco CallManager server.

Scroll down to Database+ Admin Services.

Check Cisco AXL Web Service.

Save/Apply Changes.
