Core Issue
The graphic does not appear after the phone has been idle for the required period of time.
Resolution
The maximum size of the graphic is 125 pixels by 60 pixels.
Some graphic programs might misidentify the actual size of the graphic. Reduce the size by a few pixels until the phone displays the graphic.
If the size of the graphic is not the cause of the problem, check the actual URL to make sure that the web server is serving the graphic to the phones. You should get a response with a browser when browsing to the same URL as the graphic.
