With Cisco CallManager version 3.3.3 sr3 and AC 1.2(1)ES7, transfer to voicemail fails if the destination phone's voice mail profile is set to None
Failure occurs if the destination phone's voice mail profile is set to None under its line configuration.
This configuration takes the default system voice mail profile, but the transfer to voice mail feature fails from the AC client application. However, manual transfer to voice mail using the hardware phone works fine.
