It is not. It is a completely different product with a different architecture and feature set.

Cisco Meeting Server (CMS) is comparable to an MCU/TelePresence Server products.  It is not a replacement for CWMS and has nothing to do with WebEx, take a look at the CMS Data Sheet for more information on what it does and it's capabilities.

Mainly you will get below feature in CMS Box:

- Call bridge 

- XMPP for app registration externally and internally

- WebRTC 

- TURN

- Recording and streaming.

In the end, it all comes down to what features and capabilities are you looking for, what do you want to achieve and which product fits best with what you have existing and possibly looking to purchase later.

I can not understand the difference, between "cms" and "webex"

the both used for communication audio-video (with terminal hard, soft or browser web )

the both supported SIP, H323 and TIP

in the both the participants can created the virtual rooms

so, what is the difference

 please,  you explain more

Recommend you take a look at the data sheets linked in my other reply as well, it goes over what each platform is and what they're capable of, also take a look at the other replies in this thread as they give examples of the differences and features of both.
