You can use Conductror profile for Meeting Server.

"Cisco TelePresence Conductor" not Registration (image)
CUCM: 192.168.1.21
CMS: 192.168.1.20 (web ui port 445)
SIP trunk: TRUNK_CMS (Device Security Mode: no-secure)

Cisco Meeting Server is supported as a conference bridge in CUCM 11.5(1)SU2 and later, earlier versions will need to use Cisco TelePresence Conductor.
Did you configure CUCM and CMS per the CMS with Cisco Unified Communications Manager Deployment Guide, note that the guide includes steps for both secure and non-secure SIP trunks.
