We would need to see the WBXtraces and possibly packet captures from the affected client device in order to identify what is going on. Usually, there is a connectivity issues between the client and server that can cause such delays. This is definitely not expected behavior, but also not likely to be caused by CWMS itself (especially not on 1.5 MR3).
Is this affecting all the end points of just a single end point, or end points in a specific region?
