Agents can't select wrap up codes they are grayed out

I have Agents in one department where the wrap up code box populates but they are not allowed to select their wrap up code. The box is grayed out so they can't select it and press ok. Using version UCCE 7.2.1 CAD version 7.2(1)

Is there agent desk setting configured correctly?

As far as I can see, they are setup like the other departments. This isn't happening all the time, it comes and goes.
