Yes, the CLI check goes after the Accept step (you to Accept the call before you can process it through a script). I did look at the Reject step, but its behaviour is different: the call follows the Call Forward No Answer setting of the CTI port the call was forwarded to.
You could have a database of unwanted numbers and perform a lookup, then terminate the call if a number is found. You need IPCC Express Premium to perform database dips.
