When I try to log into CAD I get the following error
The line is restricted, cannot log in. The is associated with RMJTAPI only get issue with one user

Make sure the agent is associated with the phone in CM.
Ensure the phone is set for cti use as well.

yep user is linked to device profile and CTI control is enabled.
like I say when I restart the CRS engine it works but it happens on a number of users

Next time try and reset the phone and see if that clears the issue. Or remove and add the associated to the jtapi user.
