Calls won't go to agents (new routing and CRS scripts)

UCCE v8.03 w/IPIVR

My goal is to simply take an existing routing script for an inbound group, and modify it to include a message to be played for all inbound calls during in-hours.

I've created a test routing script, the audio file (using peripheral10), and the CRS script.  When calling into it, I should immediately hear the audio file, which I do - that part is accomplished - after hearing the message I should go to the next available agent in one of it's three tiers of agents.

When monitoring the routing script shows the call route all the way through, and never sees an available agent and ends up in that groups voicemail.  In checking supv desktop, agents are available/ready.

I'm a novice at this so I'm sure I'm missing something.  I've attached the routing and CRS script.  Any help would be greatly appreciated.
