CEM 5.x Agent UI - Reports give Historical Reporting not configured

We had issue with CEM server and now when Agents log in and try to go to reports, we get this when clicking on the Reports link.

"Historical Reporting is not currently configured for this CEM instance"

I checked out the Database values and those are good and I can log in to DB server and database with those values.

How can I fix this so we can to the reports?
