What kind of agent desktop is required for the Cisco Outbound option?

Will it work with dumb terminals?

You will need 'Cisco CTIOS Outbound Option Agent SoftPhone' to use with Cisco Outbound Option. Not sure what you mean by 'dumb terminals'. It requires agent id, phone, pc and all other necessary config parameters like skill group, services, label, etc.
