Contact Center Express 4.5 Enhanced call coverage

I am kind of new to the contact center express scripting. Anyone see anything jump out at them that is causing the attached script to not function? I am trying to send to an outside number if no one is logged into the queue but that part of the functionality doesn't seem to be working. If I change the false option on the If statement for the LoggedIn variable to go to closed the call goes to that location so it must be seeing the value as something other than 0 even when no one is logged in?

what if you changed it to agent logged <1
