run uccx sql db_cra select * from EEMActiveEmail
All of the UID’s for these emails were negative values, therefore the command “utils uccx eemtables cleanup uid ” was failing due to defect CSCuh23009:

To work around this defect, I removed the queued emails based on the date opposed to the UID:
utils eemtables cleanup normal 47 12/3/2013 queued
The above command removes all emails that are queued (stuck in CSD) for the CSQ ID 47 before 12/3/2013.
