That all depends on how your carrier service is set up. If your carrier allows you to present the calling line ID from your premise equipment, then it could be set by whatever is making the outbound call, which is usually CUCM if it's just a phone. This can be overriden on your route pattern or trunk to the gateway in CUCM or at the dial-peer of the gateway. It just all depends on how you're stuff was configured.
