Fields are duplicated when CRS engine restarted - IPCC CRS 4.0

We have several (7) enterprise data layouts define in desktop admin. One of the layouts has 6 or 7 fields to display, a couple maybe three fields and the rest maybe just two fields. (ANI, LOB, user.layout, etc).

When the CRS engine is stopped and started, something is causing the fields to be duplicated... for example, in a layout with two fields, LOB and ANI, after the restart, the same layout will have: LOB, ANI, ANI, ANI, LOB.

Any ideas why this is happening on a an engine stop and start?

Thanks for the Tracing guide. This particular problem happens to be a bug in the CAD custom layout fields. CSCsg20451
