Help: ICM Service Agents talking while not logged at skill!

Hi experts.

I have an issue where the Service Agents talking starts to cumulate rather to refresh, reaching the point where I could have 180 Agents Talking at Service where there are not one logged at skill.

We ar running 7.5.10 with Avaya PGs and VRU type 3.

Even I saw, that this issue is worst for those services where the agent those NBT to IVR.

I can confirm we are affected by bug CSCtq45215 but not 100% sure it is the reason.

Any idea?
