ICM 6.0- Call router to Call router vs. Call Router to PG Heartbeats

On the active call router, the CCagent show 30/30 PGs online. On the inactive call router, over time this can drop to 29/30, or 28/30. Is this an issue of the routers not talking to each other or a case of all the PG's maintaining a heartbeat with the inactive router.

As part of its fault-tolerant design, the ICM must be able to quickly respond when a component goes off-line for any reason (typically, because of a failure in the node or in a network link). Each critical component in the system periodically sends short messages through the network to indicate that it is still on-line. These messages are called heartbeats. Communicating components send heartbeats to each other at regular intervals. If a component fails to receive a heartbeat for five consecutive intervals, it assumes the component or a network link has failed and it initiates recovery actions.
