ICM subsystem out of service on fresh UCCX installation

Hello.

I've installed fresh UCCX 8.5.1.11002-22 with UCM 8.6.2.20000-2, configured a call control group and a trigger for ringback-no-answer application. In UCM I see CTI ports and route point registered but the call fails. In CCX serviceability I see ICM subsystem out of service. What configuration necessary for ICM subsystem?

In RTMT logs I see the following strings after restarting CCX engine regarding ICM service startup but I can't understand them and don't know where to find the documentation.

What is your deployment, is this Contact Center Express or IP-IVR, from your description it appears you want Contact Center Express which means if you are licensed properly you should not even see ICM subsystem.  Do you have ICM subsystem available under Subsystems menu in Admin page?  Do you have RmCm subsystem as well?
