ICM Time out urgent

we are using ipcc 7.1 with cvp 3.1, we are recieving the error "timeout waiting for icm instruction" every now and then the icm timeout in cvp call server is set to 7 and the server timeout is set to 8

Slow network? More calls the ports? High CPU?

Error is usually registered when the PG is not responding.
