I gather you are not the person who installed the system. If the translation routes were working once, and you have tried to extend the DNIS pool or the number of ports being used, they may not be aligned.
Did you create the CTI Route points in CCM for the new 18 ports. After creating the CTI route points, associate these with JTAPI user(IP-IVR). In IVR appadmin, under application - add these ctiroutepoints as triggers for the translation route aplication(existing).
Call the pilot number that does the trans routes from an IP phone and watch the number of the CTI port that appears as it moves the call to the port. You have to do this a number of times and you will see it move across the pool of ports you have. When it reaches the end of the old pool, if it then starts to use the new CTI ports then that's good. If it starts again on the original pool, the new ones are not engaged.
Restarting some components (PGs) would definitely help. A CallManager restart is not needed.
