IPCC Enterprise Skill Set Competency

Does anyone know how to add a competency factor to skill sets in a IPCC Enterprise environemt like there is in IPCC Express?

Skills in Enterprise do not have levels of competency. An agent will have a skill or they won't. Calls queuing can be given different priorities however.

So if an agent skill had 2 levels you would need 2 skill groups and would have to place agents in one or both as appropriate. You would then need to write the script to reflect the different levels.
